Flood morning is potentially a highly effective means of flood loss mitigation. Recent floods have suggested that flood warning systems are not performing to their fill1 potential as a direct result of problems including poor community undersianding of flood warning predictions, poor communiy response to warnings, and untimely delivery of warnings by responsible authorities. This paper presents the resuIt, \u00a0of public survey assessment and Performance-Based Assessment (PBA) to evaluate the efectiveness of the local Flood Warning and Evacuation System (FWES) during the March 2004 floodiing. The survey uses questionnaire and interviews to collect data. The questionaires were distributed to the respondent from Kampung Parit Khalil and Kampung Parit Sri Paya with the head of the familv as the focus gronp. Following the March 2004 flooding, the analysis reveals that the public were satisfied with the existing local \u00a0FWES. However, PBA yields that the local FFVES performance level is 20%, which is far below the 52% minimum performance level \u00a0and renders it ineflective. Suggestion to improve the effectiveness of\u00a0 local FWES include: issuing tiered warnings, use of Flood Intellicence \u00a0Card early message construction and raising flood awareness through community education . Hopefully, this study will be able to highlight the imfortance of an effective FWES and increase flood awareness and preparedness among the public as well as the responsible parties.<\/p>\n
