Bioethanol yang diproduksi diharapkan dapat dipasarkan dan mencukupi kebutuhan bahan bakar di daerah setempat. Pada program ini biasanya bioethanol yang diproduksi dikhususkan untuk bahan bakar kompor atau dapur rumah tangga. Walaupun program ini bertujuan sangat mulia dan strategis tetapi program ini kurang berhasil. Beberapa faktor yang menyebabkan program ini kurang berhasil adalah tingkat kompetisi bahan baku yang tinggi, harga jual produk yang tidak dapat berkompetisi dengan produk yang telah ada khusus produk LPG bersubsidi. Ongkos produksi bioethanol mempunyai korelasi langsung dengan konsentrasi bioethanol. Pemasaran bioethanol konsentrasi rendah hams disertai penyediaan teknologi kompor yang mampu memanfaatkan bioethanol konsentrasi rendah. Pengembangan teknologi kompor ini menggunakan prinsip preheater dm flashdrum yang digabungkan dengan kompor konvensional. Bahan bakar akan dialirkan melalui bagian atas kompor yang panas sehingga suhunya meningkat. Bahan bakar panas kemudian melewati flash drum. Didalam flash drum akan terjadi destilasi sederhana satu stage kesetimbangan sehingga uap yang keluar dari flash drum mempunyai kandungan bioethanol lebih tinggi dan dapat dibakar.
