Studi Penentuan Tarif Tol Kendaraan Penumpang Berdasarkan Kemampuan Membayar (Ability To Pay) Dan Keinginan Membayar (Willingness To Pay) Pada Rencana Jalan Tol Bawen – Magelang – Yogyakarta
Toll fares is one of the important variable in financial feasibility analysis of toll road project. Toll fares can appointed based on benefit of vehicle operating cost, ability and willingness to pay from user (ATP and WTP), construction cost, or existing toll rate in around. In this study, determination of toll fares is based in ATP and WTP of toll road user. Survey is done by interview to users at rest area or fuel station. Interview result is got 298 kuisioner with profile as follows: 238 men (85%) and 43 women (15%); age under 20 for 5 respondents (2%), age between 20-30 for 65 respondents (25%), age between 30-40 for 78 respondents (30%), age between 40-50 for 92 respondents (35%), age above 50 for 22 respondents (8%); pns/bumn/policeman for 74 respondents (26%), entrepreneur/trade for 76 respondents (27%), private official for 92 respondents (32%), housewife 5 respondents (2%), and onother for 39 respondents (14%); elementary school for 5 respondents (2%), junior high school for 6 respondents (2%), senior high school for 65 respondents (23%), academy for 28 respondents (10%), bachelor for 181 respondents (63%) and another for 3 respondents (1%); and no vehicle for 55 respondents (18%), 1 vehicle for 172 respondents (50%), 2 vehicles for 57 respondents (19%), 3 vehicles for 12 respondents (4%), 4 vehicles for 2 respondents (1%). Analysis result of toll fares are as follows: based on ability to pay (ATP) is Rp 305/km and based on willingness to pay (WTP) for saving of 30 minutes Rp 256/km and saving of 45 minutes is Rp 265/km. ATP’s toll road user is bigger compared with its WTP.
