Konsep Industri Sampah (Kis) Sebagai Konsep Pengelolaan Sampah Perkotaan di Kota Bandung

Tujuan dari penelitian ini adalah mengetahui penerapan Kawasan Iindustri Sampah (KIS) sebagai konsep pengelolaan sampah terpadu di Kota Bandung Penelitian ini lebih memfokuskan pada aspek penghematan biaya operasional pengangkutan sampah. Penelitian ini menggunakan metoda deskriptif komparatif. Lokasi penelitian dilakukan pada Wilayah Operasional Bandung Utara. Hasil penelitian menunjukan bahwa akan ada penghematan yang dilakukan PD Kebersihan ketika menerapkan KIS sebagai pengolahan hulu pada kesatuan sistem pengelolaan sampah. Biaya oprasional pengelolaan sampah di Wilayah Operasional Bandung Utara saat ini mencapai Rp 96.710.370,00 sedangkan biaya yang dikeluarkan dalam proses pengelolaan sampah KIS adalah sebesar Rp 23.262.480,00 artinya ada penghematan biaya sebesar Rp 73.447.890,00. Berdasarkan hasil penelitian diatas sudah saatnya pemerintah daerah Kota Bandung dalam hal ini PD Kebersihan mengubah proses pengelolaan sampah konvensional dengan pengelolaan sampah terpadu KIS. Selain menghemat biaya operasional, sampah sisa yang harus dibuang ke Tempat Pembuangan Akhir (TPA) menjadi lebih sedikit sehingga umur TPA menjadi lebih lama.

Abstract

This research is intended to figure out an application of Area of Waste Industry as a concept of integrated waste management concept in Bandung. The research is focusing an aspect of waste transportation cost saving and using a method of comparative descriptive. We used the location at Operational Area of North Bandung. The research shows that there will be a cost saving to apply Area of Waste Industry as a downstream processing of waste management process unit conducted by PD Kebersihan. The operational cost of waste management in the operational area has been reaching IDR 96.710.370,- meanwhile by applying management system in Area of Waste Industry, the cost is only accounted IDR 23.262.480,- meaning that there is a saving for about IDR 73.447.890,-. According to this abovementioned research, it is the time for the regional government of Bandung City, by PD Kebersihan, to alter the previous conventional waste management with the integrated waste management of Area of Waste Industry. Besides saving the operational cost, this method is applicable to send less waste to the final landfill to keep it ageless.
